Tree removal and lopping in Flora Hill

At the 2021 Census, about half of Flora Hill's households were renting and the median age was 32. Flora Hill's leafy street trees

By our count from the City of Greater Bendigo's open tree dataset (November 2024), council manages 2,549 street and park trees in Flora Hill, and exotic species are the biggest group at 1,084. Purple cherry plum and grey box share the top spot with 157 each, followed by Callery pear, red ironbark, double-rose cherry plum and weeping bottlebrush. Claret ash and white cedar are in the top ten too.

Several of those drop their leaves each autumn, and council won't prune its trees just for that: its Urban Tree Management Policy lists "To reduce litter of leaves, fruit, or other debris" among the reasons it won't prune a City tree. For a safety concern with a street tree, ask the City to inspect it.

Heritage listings in Flora Hill

A Canary Island palm on a private Flora Hill property is individually listed in the Heritage Overlay with tree controls. Removing or lopping it needs a planning permit, subject to the overlay's exemptions.

Other Flora Hill heritage listings don't carry tree controls. The Heritage Overlay schedule shows none for the "Flora Hill Wallace Avenue Precinct" around Wallace Avenue, Hallam Street and Dungey Avenue, or for Eumana, a 1904 house by architect William Beebe. Eumana's heritage statement does count two English oaks among its significant elements, so talk to council before major work on them.

The national park behind Derby Grove

By our calculation from Vicmap parks data, a block of Greater Bendigo National Park of about 42 hectares lies inside Flora Hill, next to Derby Grove, Sherwood Drive, Deakin Drive, Friswell Avenue and Osborne Street. The Vegetation Protection and Environmental Significance overlays there cover part of the park itself, with no homes inside them.

The bushfire overlays reach further. About half of Flora Hill's land, but only about three addresses in ten, is in the designated bushfire prone area. About one address in seven is in the Bushfire Management Overlay, mostly on Friswell Avenue, Derby Grove, Wirth Street, Hesse Avenue and The Terrace.

A home in the bushfire prone area that was built or approved before 10 September 2009 can have trees within 10 metres removed without a planning permit. Elsewhere in Flora Hill that exemption doesn't apply. Some streets are also in Schedule 1 of the Significant Landscape Overlay, including parts of Lyndale Court, Sharon Street, Race Street and Ellis Street, where native vegetation needs a permit to remove or lop.
